Issues
"Leadership is unlocking people's potential to become better."
—Bill Bradley
District Four is practically a county in its own right, stretching from the Severn River all the way past Fort Meade to Maryland City and Russett. Our diversity of geography and population afford us a perspective unlike any other district in the county. Serving you on the County Council would be an honor.
Education
Every measure will be brought to bear to ensure our school system has the means to hire, train and retain the best teachers in the state.
I will encourage more new partnerships than ever before, allowing our school children a great variety of learning opportunities, while also securing everything our teachers need in the classrooms to successfully educate every student in the county.
Small class sizes will be encouraged whenever possible, for the betterment of both students and staff.

Economic Development
and Recovery

As the county recovers from Covid, I will work to make certain the communities hardest-hit by the pandemic have access to federal, state, and local funds to assist their recovery.
We can do so without increasing the burden on our community. Doing so should involve seeking out business partners that want to be a part of, not apart from, our community.
Growing local businesses sees more people employed, reduces the tax burden on our residents, and brings more choices to the people living in District Four.
Housing options will be explored that will both enhance our communities and allow those that work here to live here.

Public Safety/ First Responders
Growing up in a fire department family, I have seen, first-hand, the dedication of those entrusted with protecting our families.
I will dedicate my time to make certain that our protectors in police, fire, and the office of the Sheriff have all the tools that they need to keep our residents safe, while also making certain they have the resources they need for the necessary training to best serve all our communities.
Serving our Veterans and Military Members
With Anne Arundel County home to some of the nations’ most important missions at Fort Meade, and with the county having the second-biggest veteran population in the state, I acknowledge our active duty, guard, reserve, and veterans as treasures of our community.
Every opportunity I am afforded to better serve them will be explored.
"I have spent the last 18 years working on behalf of active duty, guard, reserve, and veterans in the state. To receive these kind words of endorsement, from an exceptional Airman, is far more than I can ask for.
Thank you, 11th Wing (Joint Base Andrews) Command Chief Master Sergeant (ret.) Anthony Brinkley, for your service to our nation, and for your appreciation of my labor of love for the last two decades."
—James

Environment
I will be a responsible steward of our significant natural resources, providing protections when necessary, and seek innovations that will encourage new partnerships in the field to better serve our entire tax base.
Constituent Service
There is nothing more vital in local offices than to take care of your residents.
Phone calls will be answered, emails will be returned, and questions/ concerns will be addressed in a timely manner.
Your voices will be heard when legislation we vote on will affect your lives.
We will not just assist you when you need us. We will keep you up to date on what we’re doing to make District Four the envy of the county and state.
